Managing Director and Partner

Hal is a nationally recognized technology leader and serial entrepreneur, having founded and built several successful companies that produced major paradigm shifts in information technology.  Having been founder and CEO, Hal is currently Chairman of NTV's first portfolio company, QuantumXchange (https://quantumxc.com) which provides the only unhackable encryption solution able to resist the looming quantum computing singularity.​

​As Founder and CEO of Lotsa Helping Hands, a social entrepreneurial company powering and engaging millions of members in over 100,000 online caregiving communities worldwide, Hal established Lotsa as the acknowledged leader in the caregiving industry, personally developing business partnerships with scores of national health-related organizations co-branding the Lotsa Helping Hands service, including AARP, the Alzheimer’s Association, the American Lung Association, the Muscular Dystrophy Association, and the Leukemia & Lymphoma Society, as well as corporate customers including United Healthcare, Pfizer, Boehringer-Ingelheim, Philips Lifeline and Intel’s Care Innovations.

Previously, Hal founded Boston-based Xevo Corp, a leader in developing the concept of internet computing, focusing on enabling technology needed by global telecoms to deliver remotely hosted applications over the internet. Hal raised $45 million in VC funding, established four regional offices in the U.S. and Europe, built a best-in-class team, secured significant customer contracts with AT&T, Bell Canada, British Telecom, and Deutsche Telecom, and led major co-development and partnership initiatives with industry leaders including Microsoft, Cisco, Compaq, and Citrix.  Earlier, Hal established San Francisco-based Vanguard Business Solutions as one of the premier network-based database application development houses, leading the confluence of two evolutionary movements in the business community (client-server technology and business process reengineering). He developed and negotiated contracts and strategic relationships with GE, Kodak, Bank of America, TRW, and ITT, as well as an exclusive contract with Microsoft to develop the front-end, authorization tools, and certification materials for SQL Server and, ultimately, Vanguard’s successful acquisition by Lotus.

Hal earned his undergraduate degree at Harvard University, studying philosophy, physics, and mathematics. He later returned to Harvard to earn an Ed.M. in multidisciplinary studies in neuroscience, cognitive psychology, and education.  Hal has spoken and published widely on both technology and entrepreneurship.​

Christopher Whalen

Managing Director and Partner

Chris has over two decades of professional experience building, advising, and working with successful technology firms.  Prior to NTV, Chris served for 6 years as a merchant banker working with early and growth stage companies to raise capital, complete acquisitions, arrange debt and lines of credit.  In that capacity, Chris structured and completed equity transactions ranging in size from $5-25M in industries including microchips, enterprise applications, online advertising and new media, material sciences, search engines, bioinformatics and financial services.

Earlier, Chris was responsible for monetizing intellectual property for NEC Labs in North America, the $2B research and development arm of NEC Corporation in Japan.  In this capacity, Chris was charged with assessing both patents and operating technology and recommending to the Board of Directors in Tokyo the options on what to do with a given piece of intellectual property. At NEC, Chris successfully spun-out technologies in the areas of enterprise applications, as well as bioinformatics.  Before returning to school for his MBA, Chris founded and/or served in leadership, executive, and corporate development roles for 5  different early and growth stage companies, with primary responsibility for overall revenue generation, mergers and acquisitions. Additionally, he raised capital for operations and growth, with a particular focus on enterprise technology and monetizing intellectual property from larger institutions.

Chris earned his BA from Assumption College and his MBA from Babson College (FW Olin School of Business).

M.L. Carr

Partner

M.L. began his famed professional basketball career after graduating from Guilford College in 1973, where he was named All American and led his team to the NAIA Championship.  Upon graduation, he was drafted by both the Kentucky Colonels of the ABA and the Kansas City Kings of the NBA.  The following season, he played for the Israel Sabras in the European Pro Basketball League, where he was named MVP for guiding his team to the championship.  In 1975, M.L. played for the Spirits of St. Louis in the ABA and was named to the ABA's All-Rookie Team.  When the ABA and the NBA merged, the joined the NBA, playing for the Detroit Pistons from 1976-79, where he was selected to the All-Defense Second Team during the 1979 season, after leading the league in steals.

Regarded as one of the top sought-after free agents in 1979, M.L. signed with the Boston Celtics, where he played from 1979-85, winning two NBA World Championships, in 1981 and 1984.
 
M.L. became Director of Basketball Operations for the Celtics in 1994.  The following year, he joined Red Auerbach as the only other Celtic to hold dual titles as Director of Basketball Operations and Head Coach during the 1994-95 and 1996-97 seasons.  After the 1997 season, he became the Celtics’ Director of Corporate Development.  In 2004, M.L. became a minority owner of the NBA’s Charlotte Bobcats. After retiring from the Boston Celtics in 1985, he launched M.L. Enterprises, a sports marketing/motivational speaking/business consulting firm.  M.L. became a spokesperson for such companies as Bank of Boston, New Balance, Putnam Investments and Massachusetts Financial Services. 

M.L. has always had a strong commitment to give back to the community and has received numerous awards for his community work, including The President’s Citation award for the “M.L. Carr Stand Tall Against Drugs Program,” the Dr. Martin Luther King Image Award and the Camille Cosby Award, among others, and has also  authored three books.  M.L. has served on several boards, including CBS affiliate Channel 7/Boston, New Balance, and Guilford College; and he currently serves on the boards of dSide Technologies, BioDirection, Futures Without Violence and Davis Lee Companies.​

Starnes E. Walker, PH.D.

Chief Technology Officer and Partner

Dr. Walker served as the Founding Director-Cybersecurity Initiative at the University of Delaware, focusing on cybersecurity emerging threats, research and training spanning the military, the IC, financial, energy, chemical and electricity utility sectors. This followed Dr. Walker’s role as the senior executive role as the Chief Technology Officer & Technical Director in standing up the U.S. Fleet Cyber Command & U.S. 10th Fleet, U.S. Navy. Earlier Government senior executive positions include Department of Homeland Security’s Director of Research, Department of Navy’s Office of Naval Research’s Executive Director & Chief Scientist, Argonne National Laboratory’s Associate Laboratory Director-National Security, and standing up the Defense Threat Reduction Agency’s as Senior Advisor for Science & Technology, spanning the Departments of Defense, Energy, Homeland Security, and the IC.  As a former member of the Senior Executive Service, Dr. Walker served as a standing member of the Defense Science & Technology Advisory Group (DSTAG) for the Director-Defense Research & Engineering (DDR&E) in the Office of the Secretary of Defense (OSD) along with the S&T Executives of the Services, DIA, DARPA, and MDA. In these positions he developed critical programs and aligned strategic defense, homeland security, and intelligence capabilities across the U.S. and around the globe while forging key partnerships with the United Kingdom, Australia, Singapore, Israel, Sweden, the European Union and NATO.

Earlier industry posts included Morrison Knudsen’s Vice President of Technology and at Phillips Petroleum advancing to the senior fellow rank as Senior Research Associate focusing on refining/petrochemical process operations, magnetic confinement fusion at General Atomics, biotechnology with The Salk Institute, and starting as a physicist at the Naval Weapons Center-China Lake.

During his tenure with Government, Dr. Walker was appointed to lead several strategic initiatives. These posts include an appointment by the Deputy Secretary of Defense to serve as Chairman-Joint Laboratory Board of the Joint Improvised Explosive Devices Defeat Organization (JIEDDO). Dr. Walker served as a Member of the Executive Steering Group to establish the Joint Technology Office-High Energy Laser (JTO-HEL) Program under the auspices of DoD’s Under Secretary-AT&L. Dr. Walker now serves as a standing Member of The National Academies Air Force Studies Board and The Intelligence Board, Science Advisory Board-Canadian Government’s Nuclear Laboratories, Senior Advisor-NNSA’s National Security Campus, and Chairman of the Engineering Development Board of the Missouri University of Science & Technology (formerly University of Missouri-Rolla). Earlier Dr. Walker served as a Member of Oak Ridge National Laboratory’s Strategic Advisory Group (SAG), a Member-US Air Force Cyber Vision 2025 Senior Expert Review and Purdue University’s Global Affairs Strategic Advisory Council, as well as Science Advisor to Lawrence Livermore National Laboratory, Los Alamos National Laboratory, and earlier led the tritium production program at DOE’s Idaho National Engineering Laboratory. As a Senior Executive Service member in helping to stand-up DTRA, Dr. Walker was the recipient of the distinguished DoD Exceptional Civilian Service Medal. He is a recipient of the R&D 100 Award and in leading his team at Morrison Knudsen, for their achievement in Project Sapphire to acquire FSU U-235, they received a White House Presidential Citation. Dr. Walker has widely published in the fields of physics, chemistry, optics, and signal processing with numerous patents issued. He was a Navy Fellow and recipient of three consecutive Naval Weapons Fellowship awards. Dr. Walker is a member of the American Physical Society, American Nuclear Society, and The Cosmos Club.

Walker holds B.S., M.S., & Ph.D. degrees in Physics from the University of California and an Honorary Degree in Nuclear Engineering-University of Missouri-Rolla.Rolla.

Noreen McQuade


Director of Operations and Investor

Relations

Noreen is involved in fundraising, communications, client services, marketing and general administration.  Previously, she served as Head of Operations for Resolute Ventures, a lead seed and “pre-seed” investor focused on backing and connecting a community of founders who share an entrepreneurial spirit and energy.  Prior to Resolute, Noreen served as Director of Investor Relations at Polaris Partners, a venture capital firm investing in seed, early, later and expansion stage companies operating in the technology and healthcare sectors.  A founding team member during Polaris’ startup days, she built and managed Polaris’ Investor Relations effort, providing client services and relationship management to new and existing investors, including communications; fundraising strategy and administration; marketing and investor-focused events. Noreen holds a BS in Business from Boston University and a Graduate Certificate in Human Resources Management from Northeastern University.
